The Lagos State Building Control Authority, LASBCA, has said it is important for owners of completed buildings in the state to obtain completion certificates and habitability certificates before occupying their residential buildings.
General Manager of LASBCA, Ark. Mr. Gbolahan Oki, represented by Mr. Oyeniyi Oluwabunmi, Head of Building Certification Department at TPL, recently presented the owner of the three-storey building, Mr. Lasaku Oluwasunkanmi Busari (Mega Chicken Restaurant) with a certificate of completion. According to the general manager, the certificate of completion and the certificate of habitability certify that the building owner has complied with the prescribed regulations guiding the construction of buildings in the state.
Mr. Oki said that before commencing the construction of any building in Lagos State, the owner/developer must apply to LASBCA for approval of the building plans and be issued with a permit to commence construction.
He further added that the license will, among other things, enable LASBCA’s specialized team of builders, architects and engineers to carry out stage-by-stage inspections of building construction from foundation to completion level, after which certificates of completion and certificates of completion will be issued. He said a certificate of suitability for residence would be issued. Issued to the building owner.
The General Manager also noted that the issuance of a Certificate of Completion and Occupancy from the LASBCA is based on the building owner/developer’s strict compliance with all state building codes and the suitability, safety, security and soundness of the building. To reduce the incidence of building collapses in the state, Oki urged the building public to always build in accordance with regulations. This will make the construction process seamless and LASBCA should also be invited for stage-by-stage inspection of the building structure after issuance of the permit.
