About us, our team, our role
Gloucester is an important small city in the South West of England with a rapidly developing culture and undergoing significant regeneration and investment.
This role provides a unique opportunity for the right person to lead Gloucester through a period of cultural growth and oversee the next phase of the development of the city’s leisure facilities and management.
Gloucester, which has been designated as a priority location by Arts Council England, has recently attracted cultural investment, both capital and income, into the city’s cultural institutions, with four institutions currently in the city, with plans to expand by 2023. It forms part of the Arts Council’s National Portfolio (NPO) plan from to 2026. Cultural ambitions remain high, evidenced by the strength of its cultural strategy and the council’s continued investment in its culture and services. Leveling up funding for Greyfriars Quarter was recently received, enabling the development of new cultural facilities in the city centre.
The Head of Cultural and Leisure Services plays a key role in the strategic development and delivery of culture, tourism and leisure for Gloucester City. The post holder will work with the likes of Gloucester Cultural Trust to deliver the city’s strategic and cultural vision. Additionally, you will lead the delivery of the city’s vibrant program across venues, public spaces, parks and plazas.

As part of the council’s senior leadership team, you will not only represent the council in your area, but also manage key relationships with external stakeholders, championing Gloucester and championing the cultural sector while ensuring inclusive and sustainable We offer a possible and vibrant cultural offer. Contribute to strategic decision-making in support of the work of the Council and ensure that relevant councilors and ministers are kept informed of the work of the services they oversee.
This scope includes overall responsibility for Gloucester Museum and its collections, Gloucester Guildhall and the award-winning Blackfriars Abbey. This includes the distribution of open-air festival and event programmes, major events such as Gloucester Tall Ships Festival and Gloucester Goes Retro, as well as film and site licensing and the marketing of Gloucester through the Visit Gloucester channel.
You will also be responsible for line management in the areas of cultural development, visitor experience, tourism and destination marketing, and act as commissioner for leisure services contracts. You have excellent communication skills and can encourage change and improvement, which will help you achieve success.
