The analysis found that council spending on libraries, culture, heritage and tourism has been cut by almost half a billion pounds since the start of austerity.
According to the County Council Network (CCN), councils remain the biggest funder of arts and culture in the UK, with just over £1.1bn earmarked for services in 2023-24, compared to 2010. This is down from about 1.6 billion pounds in 2011.
The average senior council spends two-thirds of its budget on social care, the network said, and authorities were “unavoided” to cut support for cultural services.
CCN Vice-Chairman Sam Corcoran said: ‘Councils are under perhaps the most significant financial pressures in recent memory, with scarce resources requiring them to prioritize tackling overspending on care services.
