Gerwyn Price and Jonny Clayton led Wales to victory in the 2023 tournament, but the Iceman will also miss the tournament due to health issues.
Clayton will be joined by Jim Williams, ranked 44th in the world, as Wales look to defend their title.
Fans believe Little should represent England following his heroic win over Luke Humphreys in the Premier League darts final.
However, PDC rules mean The Nuke will miss out on the opportunity to compete in the tournament.

Why isn’t Luke Littler playing in the World Cup of Darts?
Littler will not be able to play for Great Britain at the World Cup of Darts as the top two British players on the PDC merit rankings are selected.
Nook is currently ranked 25th on the merit list, while Luke Humphries and Michael Smith are ranked first and second respectively.
This means that Humphreys and Smith will be selected for the England squad.
